Behaviour may be encoded in your port numbers
If your code selects rotation or stickiness by connecting to different ports, that logic has to move into the username here. One port, and the suffixes decide.
City spelling is stricter than it looks
Country codes are upper case and spaces in city names become hyphens. Get it wrong and the request quietly falls back to country level, which looks like working code returning the wrong city.
Sticky and rotating share one set of credentials
You do not need a second sub-user for a second behaviour. The suffix decides per request, so one login covers both.
