Saudi Arabia proxies

Our catalogue lists 12 regions, 31 city records and 16 networks for Saudi Arabia. The shape matters more than the count: stc is present in 26 cities out of 31, the widest network in the country, with Mobily in ten and Salam in seven. The second surprise is that the deepest pool is not Riyadh but the Eastern Province, eleven cities from Dammam to Jubail. And the third thing, which we checked ourselves: of 24 well known Saudi sites, nine answer a plain request from Europe differently from how they answer a local visitor.

What we have in Saudi Arabia

The price is the same as in every other country we cover.

What Saudi addresses get used for

Marketplaces and retail

Noon (the Saudi storefront), Amazon.sa, Jarir, Extra: catalogues and prices separate from the Emirati ones.

Classifieds and property

Haraj, OpenSooq, Aqar: the largest classifieds in the country, Haraj open from outside, Aqar not.

Delivery and fast moving prices

HungerStation, Mrsool: menus and prices depend on the city, not the country.

Travel

Almosafer, flynas, Saudia: fares by point of sale, flynas closed to a foreign address.

Ad verification and search results

Sabq, Okaz, google.com.sa: campaigns are bought for a Saudi audience.

What looks different from outside Saudi Arabia

Of 24 sites we checked, nine did not serve a page to a plain request from Europe. We sell addresses rather than a way past detection.

Cities people ask for here

A city is set with the _city_ suffix. The number beside it is how many networks our pool holds there.

KhobarThree networks, the same conurbation as Dammam and Dhahran

  2. 02Residential plus JeddahThe second market, with its own retail and its own housing prices

Connection strings for Saudi Arabia

The country is pinned with a suffix in the login. Host, port and password stay the same as for any other country.

A city goes in as a second suffix, and here it earns its place: Riyadh, Jeddah and the Eastern Province are three different markets with different housing, delivery and retail prices.

Saudi exits, four ways

stc in 26 cities out of 31

The widest network in our Saudi pool is stc: 26 cities out of 31. Mobily sits in ten, Salam in seven, GO in four, Zain in three. This is a concentrated market: in 16 cities out of 31 exactly one network is available, and it is almost always stc.

For a job that means something simple. Pinning a carrier only makes sense in Riyadh, Jeddah, Dammam and Khobar, where four or more networks sit side by side. Across the rest of the country pinning changes nothing, because there is nothing to choose between.

Sixteen networks is a count of names. Two of them are universities: King Abdullah University of Science and Technology in Thuwal and Northern Border University in Arar. An address on those does not look like a home connection; if the job needs the look of an ordinary subscriber, do not take Thuwal or Arar blind.

The deepest pool is not in the capital

The Eastern Province holds eleven city records, more than any other region: Dammam, Khobar, Dhahran, Jubail, Hofuf, Qatif, Safwa, Sayhat, Abqaiq and Ras al Khafji. This is the oil coast with the Dammam, Khobar, Dhahran conurbation, and it holds more networks than the Mecca and Medina regions put together.

The Mecca region is represented by Jeddah, Makkah and Thuwal, the Medina region by Medina, Yanbu and Badr Hunayn, Riyadh by a single record, Qassim by two: Buraidah and Unaizah. The southern and northern regions have one city each: Abha and Bisha in Asir, then Tabuk, Arar, Sharurah and Jizan.

Six records in the catalogue carry no city name and are not counted: 31 records is 25 named cities. If you need geography rather than the country as a whole, the working points are seven: Riyadh, Jeddah, Dammam, Khobar, Medina, Jubail and Makkah.

Fifteen sites out of 24 open, nine do not

We checked 24 well known Saudi domains from Europe with a full browser header set, on 14 October 2026. Fifteen opened: Haraj, Jarir, Extra, HungerStation, Mrsool, Zid, the Absher portal, stc, Zain, Property Finder, Saudia, Al Rajhi Bank and the Okaz outlet, while OpenSooq and Almosafer opened but switched a foreign address to their global edition instead of the Saudi one.

Nine answered differently. Amazon.sa served a bot check page. Salla, Aqar, flynas and Sabq answered 403, Bayut KSA 503. Noon, Namshi and the Mobily site did not answer a plain request within 45 seconds at all: that is not a refusal but silence, which is how platforms behave when they inspect the connection before sending the first byte.

The practical conclusion: for Haraj, retail and delivery a Saudi address is for prices and the catalogue rather than for access. For Noon, Amazon.sa, Namshi and the property platforms it is for access, and there residential is the only option.

A local exit shows you local conditions

A Saudi residential address is an exit into a network with its actual rules, and the country filters content at carrier level. Some services that work comfortably from Europe behave differently through a Saudi exit or do not answer.

For verification that is the point: to see the page as someone in Riyadh sees it. For collection it means routing your pipeline’s helper calls separately and sending only requests to the targets through the country.

We sell addresses rather than a way around restrictions: our terms require lawful use, and local rules apply to what you do regardless of where you operate from.

What Saudi sites check beyond the address

Arabic is the primary language here, unlike the Emirates where English is. The large platforms have full English versions, but the catalogue and prices are primary in Arabic, and google.com.sa treats Arabic queries as local.

Digits come in two systems: Western 1,299.90 and Arabic-Indic ١٬٢٩٩٫٩٠, sometimes on the same page. A price parser has to accept both. The currency is the riyal, SAR, written ر.س or ﷼.

The time zone is UTC+3 with no daylight saving. The weekend is Friday and Saturday, and the working week starts on Sunday. During Ramadan shop and delivery hours shift into the evening, and a collection schedule written for an ordinary month lands in the empty hours.

How stable the exits are here

In Riyadh, Jeddah and the Dammam conurbation connections hold well and there is something to switch to inside the city. In the other cities there is one network, and no rotation inside the city.

On size, plainly: 16 networks by name, one of them dominant. Plan your load against stc and treat Mobily and Salam as a way to change the autonomous system rather than as a second equal pool.

Choosing the setup for a Saudi target

The short fork.

  • You need rotation across autonomous systems: residential plus Riyadh, nine networks.
  • You need the second market with its own prices: Jeddah.
  • You need depth outside the capital: the Eastern Province, Dammam and Khobar.
  • You want the look of an ordinary subscriber: do not take Thuwal or Arar blind, the university networks sit there.
  • The target served a bot check or a 403 to a datacenter address: country level residential, which is Noon, Amazon.sa and the property platforms.

What a month of Saudi work costs

It is counted in traffic. A dollar per gigabyte.

  • Price monitoring across Saudi marketplaces, 20,000 listings a day with images blocked, roughly 110 KB per page: about 2.2 GB a day, around 66 GB a month, $66 on residential.
  • A daily sweep of one Haraj category: tens of gigabytes.
  • Ad verification, 200 placements a day at about 400 KB each: under 2.5 GB a month.

The legal part, stated plainly

Saudi Arabia has its own personal data protection law, the PDPL, supervised by SDAIA, and it applies to the data of people in the country regardless of where the processing happens. Collecting publicly posted prices and processing personal data are different things, and the second is regulated separately.

Communications are regulated by the CST, formerly the CITC. A proxy changes none of what you are allowed to do with data. It changes only which country the request appears to come from.

This is general information rather than legal advice. Our terms require lawful use and we act on abuse reports.

Verifying a Saudi exit

Under a minute. The third command shows whether a platform switched a foreign address to its global edition: through a Saudi exit the redirect should disappear.

Three checks

# 1. is the exit Saudi, and on which carrier
curl -s -x login_c_SA:password@proxy.sotaproxy.com:10000 https://ipinfo.io/json

# 2. does a sticky session hold the same address
for i in 1 2 3; do curl -s -x login_c_SA_s_7_ttl_1h:password@proxy.sotaproxy.com:10000 https://api.ipify.org; echo; done

# 3. does the platform keep you on the Saudi edition
curl -s -x login_c_SA:password@proxy.sotaproxy.com:10000 -o /dev/null -w "%{http_code} %{redirect_url}\n" https://www.opensooq.com/ar-sa

Where the numbers come from

The numbers on regions, cities and networks come from our residential pool catalogue as of 14 October 2026. Service entries with no city name are not counted. We ran the check on 24 Saudi domains ourselves from Europe on the same day, with a full browser header set and a 45 second limit per answer.

  • CST, the Saudi communications regulatorOfficial operator data, if you want to check the shape of the market against our pool.
  • stcThe widest network in our Saudi pool: 26 cities out of 31.
  • SDAIA, the PDPL supervisorThe personal data law that applies to the data of people in the country.
  • HarajThe largest classifieds platform in the country, open from outside without an address.

Questions people ask before buying Saudi addresses

Is there a choice of carrier here?

Only in four cities. stc sits in 26 cities out of 31, Mobily in ten, Salam in seven. Riyadh has nine networks, Jeddah and Dammam four each, Khobar three; in 16 cities there is exactly one network.

Where is the deepest pool?

By number of cities, the Eastern Province, eleven records from Dammam to Jubail. By number of networks in one city, Riyadh, with nine.

Do Saudi sites block foreigners?

Some do. Of the 24 sites we checked, fifteen opened, Amazon.sa served a bot check, Salla, Aqar, flynas and Sabq answered 403, Bayut 503, and Noon, Namshi and Mobily did not answer within 45 seconds. Haraj, retail and delivery are open.

Which language should I collect the catalogue in?

Arabic on the primary pass, English on the second. Unlike the Emirates, here the catalogue and prices are primary in the Arabic version. A price parser has to accept both Western and Arabic-Indic digits.

How should I schedule collection?

The weekend is Friday and Saturday, the week starts on Sunday, UTC+3 with no daylight saving. During Ramadan retail shifts into the evening and night.

Do Saudi addresses cost more?

No. The price is the same everywhere: residential from $1.00 per GB.
