Our catalogue lists 72 municipalities, 75 cities and 9 networks for Slovenia. Telekom Slovenije sits in 49 cities, Telemach in 36, T-2 in 14, A1 in eight. The main difference from neighbouring Croatia is not the pool but the barrier: there, none of the twenty sites we checked came back closed, while here three did, and they are precisely the three holding structured data.

Connection strings for Slovenia
The country is pinned with a suffix in the login. Host, port and password stay the same as for any other country.
A city goes in as a second suffix. In Slovenia it changes little outside Ljubljana: the country is small and most cities hold one network.

We checked twenty well known Slovenian domains from Europe with a full browser header set. Seventeen opened: Bolha, Big Bang, Mercator, MojeDelo, the 24ur, Delo and RTV Slovenija outlets, the NLB, NKBM and SKB banks, the gov.si portal, the tax administration, the Telekom Slovenije, A1, Telemach and T-2 carrier sites, and the national tourist portal.
Three closed, and all three through Cloudflare with a cf-mitigated header: Avto.net, Nepremicnine.net and Mimovrste. That is the main car platform, the main property platform and a large online shop.
The coincidence speaks. Banks, government portals and media stayed open, while what closed is precisely where structured data with prices lives. A Slovenian residential address is needed for those three categories rather than in general.
Compared with Croatia: neighbours with different barriers
We checked Croatia the same way on the same day: there all twenty sites out of twenty opened, including Njuškalo and Nekretnine.hr, the direct equivalents of the closed Slovenian platforms.
Two neighbouring European Union countries, similar in size and market structure, and the decision about bot protection is taken by each platform rather than by the country. That is worth remembering when planning a region as a whole: you cannot check one country and extend the conclusion to the next one.
In practice: if you need car and property data in both countries, Croatia most likely will not require an address and Slovenia will.
Nine networks, one of them state owned
Telekom Slovenije sits in 49 cities out of 75, and in 24 of them it is the only network available. Twenty six cities are left without it. Telemach is in 36 cities, T-2 in 14.
A separate note on A1: it is a large operator nationally, but in our pool it appears in only eight cities. We say so plainly, because it should not be counted on as a broad alternative here.
The counting goes by union rather than by catalogue rows: Telemach sits under two entries and T-2 under two as well. The difference is small, one city each, but it is accounted for in our numbers.
A pleasant note against the neighbours: there is no academic network in the Slovenian pool. In Croatia CARNET turns out to be the only network in Poreč, in Greece there are two such cities, and here that trap does not exist at all.
Maribor is thinner than Celje and Kranj
Ljubljana holds seven networks. Next comes not the second city of the country but Celje and Kranj with four. Maribor, second by population, gives three, the same as Koper, Domžale and Jesenice.
This repeats what we already saw with Košice in Slovakia and Karachi in Pakistan: city size and pool depth do not line up. Pick a city by population and you get something other than what you expected.
In 48 cities out of 75 exactly one network is available. Real rotation across autonomous systems is possible only in Ljubljana.
There is almost no coast here
Let us say it up front so as not to waste your time. If you need Adriatic seasonality, accommodation and rental prices in resort towns, Slovenia is the wrong country: its coastline runs about forty six kilometres, and our pool holds three cities along it, Koper, Izola and Piran.
For comparison, in neighbouring Croatia the coastal counties account for 27 cities of the 63. The difference is geography rather than pool quality.

About the regions in our figures
One note about the data structure, so you can reproduce the count. Our supplier gives us Slovenia broken down by municipalities rather than by the twelve statistical regions. That is why we have 72 regions across 75 cities, almost one to one.
In practice this means a regional slice of Slovenia is meaningless: it coincides with the city one. Set the city.
How stable the exits are here
The links are good, the country is small and densely covered with fibre, and connections hold steadily across the whole territory rather than only in the capital.
On size, plainly: nine networks, four of them large. Under load you will come back to the same addresses quickly. Slovenia is for precise jobs rather than for volume.
Choosing the setup for a Slovenian target
The short fork.
- You need cars, property or Mimovrste: any Slovenian residential exit, that is exactly what it is for.
- You need rotation across autonomous systems: residential plus Ljubljana.
- You want a network that is not the state one: pin Telemach or T-2, but do not count on A1, which we hold in eight cities.
- You need Adriatic seasonality: take Croatia rather than Slovenia.
- You need banks, media and government sites: no address required, they are open.
What a month of Slovenian work costs
It is counted in traffic. A dollar per gigabyte.
- Price checks across a few hundred listings a day: single gigabytes a month.
- A daily sweep of Avto.net or Nepremicnine.net listings: tens of gigabytes.
- Account work through a browser: a few hundred megabytes per account per day.
The legal part, stated plainly
Slovenia has been in the European Union since 2004 and in the euro area since 2007, so the GDPR applies. That has little bearing on collecting publicly posted prices and a direct bearing on personal data.
A proxy changes none of what you are allowed to do with data. It changes only which country the request appears to come from.
Verifying a Slovenian exit
Confirm the exit is Slovenian, that the session holds, and that a target with a bot check lets you in from a residential address while it does not from an ordinary one.

Everything is open in Croatia and not here. Why?
