Bolivia proxies

Our catalogue lists all nine departments, 21 city records and 23 networks for Bolivia. The pool is unusual in its make-up: all three of the country’s mobile carriers are in it, Entel in twelve cities out of 20, Tigo in four, Viva in three, and a quarter of the networks are telephone cooperatives found nowhere else in the region: COTAS in Santa Cruz, Comteco in Cochabamba, Cotel in La Paz, COTES in Sucre, Cotap in Potosí. Santa Cruz and La Paz hold 11 networks each, the rest of the country one or two. Of 25 well known Bolivian sites we checked from Europe, 20 are open, and Tigo and La Razón are closed by a Cloudflare block on the address.

Connection strings for Bolivia

The country is pinned with a suffix in the login. Host, port and password stay the same as for any other country.

A city goes in as a second suffix, with spaces replaced by hyphens. Bolivia has two centres, Santa Cruz and La Paz, and they are different markets with different prices: without the suffix you get one of them at random.

Three carriers and five cooperatives

Entel, the state carrier, is present in twelve cities out of 20 and is the only network in five of them. Tigo, in the catalogue under the name Telefónica Celular de Bolivia, in four, Viva, under the name Nuevatel, in three. All three of the country’s mobile carriers are in the pool, which is rare: in most countries of the catalogue at least one is missing.

The second feature is the cooperatives. In Bolivia fixed-line service in the big cities has historically belonged to telephone cooperatives, and five of them are in the pool: COTAS in Santa Cruz and La Paz, Comteco in Cochabamba, Cotel in La Paz, COTES in Sucre, Cotap in Potosí. To a platform a cooperative address is a home fixed-line subscriber, the most natural look in its city.

Two more networks are worth knowing by name: the UMSA university in La Paz and San Francisco Xavier in Sucre. An address from there looks like an educational institution. Starlink is present in Santa Cruz and geolocates loosely. Telefónica Celular and Cotel appear under two names each, so by unique company the count is about twenty.

Santa Cruz and La Paz hold 11 networks each

Two cities split the catalogue between them. Santa Cruz de la Sierra holds 11 networks, including Starlink and Fibrazo, which exist nowhere else. La Paz also 11, five of them only there. Cochabamba five, El Alto and Sucre three each, Oruro and Potosí two.

All nine departments are present, but outside the three big cities it is one network per city, most often Entel: Tarija, Yacuiba, Trinidad, Riberalta, Cobija, Uyuni. In 12 cities out of 20 exactly one network is available.

For a job that means something simple: Bolivia is Santa Cruz and La Paz, and you choose between them explicitly. Take the rest selectively.

Twenty sites out of 25 are open

We checked 25 well known Bolivian domains from Europe with a full browser header set, on 16 October 2026. Twenty opened: Mercado Libre, InfoCasas, Hipermaxi, Farmacorp, the Entel and Viva carriers, the Banco Unión, BISA and Mercantil Santa Cruz banks, the Central Bank, the gob.bo portal, the tax office, customs, SEGIP, BOA, and the El Deber, Los Tiempos, Opinión, Unitel and Red Uno outlets.

Five did not. Tigo and La Razón answered with a Cloudflare “Attention Required” page: that is not a challenge but a block on the address or country. PedidosYa answered 403 with its own page. BNB switched to HTTP and dropped the connection. The Bolivian stock exchange did not answer within 60 seconds.

The practical conclusion: Bolivia is an open country in our measurement. An address here is for Bolivian prices, results and the default store, and for access only with Tigo, La Razón and PedidosYa.

What Bolivian sites check beyond the address

The language is Spanish. One pass.

The currency is the boliviano, BOB, written Bs. The official dollar rate is fixed, but since 2023 the market rate has been noticeably higher, and import prices often follow it. A dot for thousands and a comma for the fraction.

The time zone is UTC−4 with no daylight saving. The weekend is Saturday and Sunday.

How stable the exits are here

In Santa Cruz and La Paz there is something to switch to and sessions hold. Across the rest of the country there are one or two networks per city, and no rotation inside the city.

On size, plainly: 23 networks by name, about twenty unique, three mobile carriers and five cooperatives. Plan your load against the two big cities and pin the carrier for the look the target needs.

Choosing the setup for a Bolivian target

The short fork.

  • You need the main market: Santa Cruz, 11 networks.
  • You need the capital: La Paz, 11 networks, or El Alto next to it.
  • You need a home fixed-line look: a pinned cooperative, COTAS, Comteco or Cotel.
  • You need a mobile carrier: Entel, Tigo or Viva, all three in the pool.
  • The target is closed from outside: country level, which is Tigo, La Razón, PedidosYa.

What a month of Bolivian work costs

It is counted in traffic. A dollar per gigabyte.

  • Price monitoring across Mercado Libre and Hipermaxi, 20,000 listings a day with images blocked, roughly 110 KB per page: about 2.2 GB a day, around 66 GB a month, $66 on residential.
  • A daily sweep of one InfoCasas category: a few gigabytes.
  • Ad verification, 200 placements a day at about 400 KB each: under 2.5 GB a month.

The legal part, stated plainly

As far as we know, Bolivia has no general personal data protection law, and data protection rests on the constitutional right of habeas data and sector rules. Communications are regulated by the ATT. Collecting publicly posted prices and processing personal data are different things, and before the second it is worth checking the current state of the law.

A proxy changes none of what you are allowed to do with data. It changes only which country the request appears to come from.

This is general information rather than legal advice. Our terms require lawful use and we act on abuse reports.

Verifying a Bolivian exit

Under a minute. The third command shows which Hipermaxi store is chosen for your exit: a foreign address got Santa Cruz.

Three checks

# 1. is the exit Bolivian, and on which network
curl -s -x login_c_BO_city_La-Paz:password@proxy.sotaproxy.com:10000 https://ipinfo.io/json

# 2. does a sticky session hold the same address
for i in 1 2 3; do curl -s -x login_c_BO_s_7_ttl_1h:password@proxy.sotaproxy.com:10000 https://api.ipify.org; echo; done

# 3. which Hipermaxi store the exit gets

Where the numbers come from

The numbers on departments, cities and networks come from our residential pool catalogue as of 16 October 2026. Service entries with no city name are not counted. We ran the check on 25 Bolivian domains ourselves from Europe on the same day, with a full browser header set and a 45 second limit per answer.

  • EntelThe widest network in our Bolivian pool: twelve cities out of 20.
  • COTASThe Santa Cruz cooperative, an example of a home fixed-line network in the pool.
  • Central Bank of BoliviaThe official boliviano rate that the market rate diverges from.
  • Mercado Libre BoliviaThe main marketplace, open from outside, prices in bolivianos.

Questions people ask before buying Bolivian addresses

Are Entel, Tigo and Viva in the pool?

Yes, all three: Entel in twelve cities out of 20, Tigo in four, Viva in three. Bolivia is one of the few countries in the catalogue where the mobile carriers are fully represented.

What are the cooperatives in the network list?
