Lebanon proxies

Our catalogue lists seven of Lebanon’s nine governorates, 20 city records and 47 networks. For 18 cities this is the most fragmented pool we have gone through: Lebanese access has historically been held by dozens of private providers, and the catalogue reflects that. Beirut holds 29 networks, 21 of them only there, TerraNet is the widest with seven cities, and the state-owned Ogero is present in just two. The mobile carriers, Alfa and touch, are not in the pool at all. Of 25 well known Lebanese sites we checked from Europe, 18 are open and six are closed, Bank Audi, BLOM, the Central Bank and MEA among them.

Connection strings for Lebanon

The country is pinned with a suffix in the login. Host, port and password stay the same as for any other country.

A city goes in as a second suffix. Without it you most often get Beirut, which is right for most jobs. Tripoli, Sidon and Zahle are for when the target looks at the region.

Lebanese exits, four ways

# sticky, the same address for an hour

Forty seven networks for eighteen cities

Lebanese access is built differently from its neighbours: the state-owned Ogero holds the backbone, and subscribers are served by dozens of private providers. The catalogue reflects that literally. The widest network, TerraNet, is present in seven cities out of 18. IncoNet in three, nine more networks in two cities each, and 35 networks in exactly one.

Ogero is in the pool, but only in Beirut and Jounieh. The mobile carriers, Alfa and touch, are not there at all: all 47 networks are fixed-line and wireless providers. If the target expects a mobile carrier specifically, Lebanon from us will not cover it.

Beirut holds 29 networks, and 21 of them exist only there: Gigabit, Virtual ISP, Broadband Plus, Wifast, Farah Net and fifteen more. Tripoli six, Sidon and Zahle four each, Byblos and Zgharta three. In nine cities out of 18 exactly one network is available. T.H. Global Vision appears under two spellings, so by unique company the count is 46.

Eighteen sites out of 25 open, the banks do not

We checked 25 well known Lebanese domains from Europe with a full browser header set, on 16 October 2026. Eighteen opened: OLX, Toters, Spinneys, Carrefour, the Alfa and touch carriers, Ogero, the Byblos and Fransabank banks, the Whish and OMT wallets, the American University of Beirut, and the LBC, Annahar, Al Jadeed, MTV, Lebanon24 and Al Modon outlets.

Six refused. Bank Audi answered “access denied”, BLOM a Cloudflare block page on the address, the Central Bank, MEA and L’Orient-Le Jour met the request with a Cloudflare challenge. Anghami answered 406 with no page. The Beirut municipality did not answer within 60 seconds.

The practical conclusion: classifieds, delivery, publishers and some banks are open from outside, and an address there is for local conditions. The two largest banks, the Central Bank, the national carrier and Anghami are closed, and there a Lebanese address is for access, though it does not lift a Cloudflare challenge by itself.

What Lebanese sites check beyond the address

Three languages: Arabic, French and English. The commercial web is mostly English, touch and OMT served a foreign address their English edition by default, and the outlets are Arabic or French. For collecting search results that is two or three passes.

The currency is the lira, LBP, but since the 2019 crisis a large share of prices is set in dollars, and both can sit side by side on one site. Compare in the currency the price is set in.

The time zone is UTC+2 with daylight saving. The weekend is Saturday and Sunday.

How stable the exits are here

In Beirut there is plenty to switch to and sessions hold. In Tripoli, Sidon and Zahle the margin is small, and in the other cities there is one network and no rotation inside the city.

On size, plainly: 47 networks by name, 46 unique, all private providers, no mobile. Plan your load against Beirut and pin TerraNet if you need one provider across several cities.

Choosing the setup for a Lebanese target

The short fork.

  • You need rotation across autonomous systems: Beirut unpinned, 29 networks.
  • You need one provider across several cities: TerraNet, seven cities.
  • You need a region: Tripoli, Sidon or Zahle, the rest selectively.
  • The target expects a mobile carrier: Lebanon in our pool will not cover it, there is no Alfa or touch.
  • You need a bank dashboard: a one hour sticky session, one session per account.

What a month of Lebanese work costs

It is counted in traffic. A dollar per gigabyte.

  • Price monitoring across Carrefour and Spinneys, 20,000 listings a day with images blocked, roughly 110 KB per page: about 2.2 GB a day, around 66 GB a month, $66 on residential.
  • A daily sweep of one OLX category: tens of gigabytes.
  • Ad verification, 200 placements a day at about 400 KB each: under 2.5 GB a month.

The legal part, stated plainly

Lebanon has Law 81 of 2018 on electronic transactions and personal data. Collecting publicly posted prices and processing personal data are different things, and the second is regulated separately.

Communications are regulated by the TRA. A proxy changes none of what you are allowed to do with data. It changes only which country the request appears to come from.

This is general information rather than legal advice. Our terms require lawful use and we act on abuse reports.

Verifying a Lebanese exit

Under a minute. The first command matters most here: it shows the provider, and Beirut has 29 of them.

Three checks

# 1. is the exit Lebanese, and on which network
curl -s -x login_c_LB_city_Beirut:password@proxy.sotaproxy.com:10000 https://ipinfo.io/json

# 2. does a sticky session hold the same address
for i in 1 2 3; do curl -s -x login_c_LB_s_7_ttl_1h:password@proxy.sotaproxy.com:10000 https://api.ipify.org; echo; done

# 3. does the closed bank open through the exit
curl -s -x login_c_LB:password@proxy.sotaproxy.com:10000 -o /dev/null -w "%{http_code}\n" https://www.bankaudi.com.lb/

Where the numbers come from

The numbers on governorates, cities and networks come from our residential pool catalogue as of 16 October 2026. Service entries with no city name are not counted. We ran the check on 25 Lebanese domains ourselves from Europe on the same day, with a full browser header set and a 45 second limit per answer.

  • TRA, the Lebanese telecommunications regulatorOfficial carrier and provider data, if you want to check the shape of the market against our pool.
  • OgeroThe state-owned backbone operator, in the pool in two cities only.
  • TerraNetThe widest network in our Lebanese pool: seven cities.
  • OLX LebanonThe main classifieds site, open from outside without an address.

Questions people ask before buying Lebanese addresses

Why so many networks for 18 cities?

Because Lebanese access is held by dozens of private providers on top of the state-owned Ogero backbone, and the catalogue reflects that: 47 networks, 35 of them in one city, 21 only in Beirut.

Are Alfa or touch in the pool?

No. There are no mobile carriers in the Lebanese pool; all 47 networks are fixed-line and wireless providers. Ogero is present only in Beirut and Jounieh.

Do Lebanese sites block foreigners?

The banks and the airline do: Bank Audi, BLOM, the Central Bank and MEA answered 403, Anghami 406. Classifieds, delivery, publishers, Byblos and Fransabank are open, 18 of the 25 we checked.

Which currency are prices in?

Both lira and dollars, often on the same site. Since 2019 a large share of prices is set in dollars, so compare in the currency the price is set in.

Do Lebanese addresses cost more?

No. The price is the same everywhere: residential from $1.00 per GB.
