Uruguay proxies

Our catalogue lists 14 of Uruguay’s 19 departments, 34 city records and five networks. The pool is almost entirely one carrier: the state-owned Antel is present in 31 cities out of 33 and is the only network in 28 of them. Claro and Personal Fibra have two cities each, Starlink and Tecnowind only Montevideo. That is not a gap in the catalogue but the shape of the market: fixed broadband in Uruguay is practically all Antel. Of 26 well known Uruguayan sites we checked from Europe, 19 are open, five refuse, PedidosYa, Gallito and Abitab among them, and the DGI tax office does not accept a connection from outside.

What a residential address gives you here

Cities people ask for here

A city is set with the _city_ suffix. The number beside it is how many networks our pool holds there.

MontevideoThree networks, the only city with a choice
Ciudad de la CostaTwo networks, a suburb of the capital
MinasTwo networks
Punta del EsteOne network, the resort
MaldonadoOne network
SaltoOne network, the second city of the country
PaysandúOne network
RiveraOne network, the Brazilian border

The setups people take here most often

  1. 01Residential, country levelAntel in 31 cities, which is exactly what a Uruguayan subscriber looks like
  2. 02Residential plus MontevideoThree networks, and the capital’s districts as separate records
  3. 03Residential plus Punta del Este or MaldonadoFor resort prices and seasonal availability
  4. 04A one hour sticky sessionFor banks, wallets and delivery dashboards

Connection strings for Uruguay

The country is pinned with a suffix in the login. Host, port and password stay the same as for any other country.

A city goes in as a second suffix. In Uruguay it is needed less than anywhere: the carrier is the same almost everywhere, and the city changes only the geolocation, not the look of the address. Montevideo’s districts, Pocitos, Centro, Palermo, are separate records in the catalogue.

Uruguayan exits, four ways

# rotating, a new address per request
curl -x login_c_UY:password@proxy.sotaproxy.com:10000 https://api.ipify.org

# sticky, the same address for an hour
curl -x login_c_UY_s_7_ttl_1h:password@proxy.sotaproxy.com:10000 https://api.ipify.org

# pinned to Montevideo, the only city with a choice
curl -x login_c_UY_city_Montevideo:password@proxy.sotaproxy.com:10000 https://api.ipify.org

# SOCKS5 on the same port: the scheme picks the protocol, not the number

One network for the country, and that is the market

Antel, the state carrier, is present in 31 cities out of 33 and is the only network in 28 of them. The other four networks are Claro in Ciudad de la Costa and Minas, Personal Fibra in Rivera and Paysandú, Starlink and Tecnowind in Montevideo. Movistar, the country’s second mobile carrier, is not in the pool.

That is not a weakness of the catalogue. Fixed broadband in Uruguay is practically all Antel, and every home address in the country looks exactly like that. To a platform an Antel address is the Uruguayan subscriber, and there is no reason to pin the carrier here: the market has pinned it for you.

The other side: there is no rotation across autonomous systems in Uruguay anywhere except Montevideo with its three networks, and one of the three is Starlink. If the job requires switching between providers, Uruguay in our pool will not cover it.

Montevideo and the coast hold the catalogue

The Montevideo department gives nine records: the city itself and the districts Pocitos, Centro, Palermo, Sayago, La Teja and others. Canelones seven, Maldonado five with Punta del Este and San Carlos. The other eleven departments one city each: Salto, Paysandú, Rivera, Melo, Colonia, Rocha, Florida, Minas.

Five departments are absent from the catalogue: Artigas, Durazno, Río Negro, Soriano and Tacuarembó. In 30 cities out of 33 exactly one network is available.

For a job that means: take Uruguay at country level or as Montevideo, and the coast selectively for resort prices.

Nineteen sites out of 26 open, seven do not

We checked 26 well known Uruguayan domains from Europe with a full browser header set, on 16 October 2026. Nineteen opened: Mercado Libre, Mercado Pago, InfoCasas, Disco, Redpagos, the Antel, Claro and Movistar carriers, the last already under the Tigo brand, the BROU, Itaú and Santander banks, the Central Bank, the gub.uy government portal, UTE, the El País, El Observador, Montevideo Portal and la diaria outlets, while Buquebus opened but switched a foreign address to its international edition.

Five refused. PedidosYa and Tiendamia served a 403 with their own page, Abitab a 403 reading “request blocked for security reasons”, Gallito and Tienda Inglesa met the request with a Cloudflare challenge. The DGI tax office did not accept a connection on port 443 at all, and the Prex wallet did not answer within 60 seconds.

The practical conclusion: Mercado Libre, banks and publishers are open from outside, and an address there is for Uruguayan prices and results. Delivery, Gallito, Tiendamia and the payment networks are closed, and there a Uruguayan address is for access.

What Uruguayan sites check beyond the address

The language is Spanish. One pass.

The currency is the peso, UYU, and there is a trap: the $ sign means pesos, and dollars are written U$S or USD. Electronics and property are often priced in dollars, food and services in pesos. A dot for thousands and a comma for cents.

The time zone is UTC−3 with no daylight saving. The weekend is Saturday and Sunday.

How stable the exits are here

Sessions hold, and in Montevideo there is something to switch to. Across the rest of the country there is one network, and no rotation inside the city.

On size, plainly: five networks, one of which holds the country. Plan your load against Antel at country level and do not count on diversity of autonomous systems.

Choosing the setup for a Uruguayan target

The short fork.

  • You need a Uruguayan subscriber: country level, which is Antel.
  • You need any rotation at all: Montevideo, three networks, one of them Starlink.
  • You need the resort: Punta del Este or Maldonado, one network each.
  • The target answered 403 from outside: country level, which is PedidosYa, Tiendamia, Abitab, Gallito, Tienda Inglesa.
  • You need a bank or wallet dashboard: a one hour sticky session and a Uruguayan ID.

What a month of Uruguayan work costs

It is counted in traffic. A dollar per gigabyte.

  • Price monitoring across Mercado Libre and Tiendamia, 20,000 listings a day with images blocked, roughly 110 KB per page: about 2.2 GB a day, around 66 GB a month, $66 on residential.
  • A daily sweep of one Gallito category: tens of gigabytes.
  • Ad verification, 200 placements a day at about 400 KB each: under 2.5 GB a month.

The legal part, stated plainly

Uruguay has Law 18.331 on personal data protection from 2008, supervised by the URCDP. Uruguay is one of the few countries in the region with an adequacy decision from the European Union. Collecting publicly posted prices and processing personal data are different things, and the second is regulated separately.

Communications are regulated by Ursec. A proxy changes none of what you are allowed to do with data. It changes only which country the request appears to come from.

This is general information rather than legal advice. Our terms require lawful use and we act on abuse reports.

Verifying a Uruguayan exit

Under a minute. The third command shows whether Buquebus has stopped sending you to the international edition.

Three checks

# 1. is the exit Uruguayan, and on which network
curl -s -x login_c_UY_city_Montevideo:password@proxy.sotaproxy.com:10000 https://ipinfo.io/json

# 2. does a sticky session hold the same address
for i in 1 2 3; do curl -s -x login_c_UY_s_7_ttl_1h:password@proxy.sotaproxy.com:10000 https://api.ipify.org; echo; done

# 3. does Buquebus keep you on the Uruguayan edition
curl -s -x login_c_UY:password@proxy.sotaproxy.com:10000 -o /dev/null -w "%{http_code} %{redirect_url}\n" https://www.buquebus.com/

Where the numbers come from

The numbers on departments, cities and networks come from our residential pool catalogue as of 16 October 2026. Service entries with no city name are not counted. We ran the check on 26 Uruguayan domains ourselves from Europe on the same day, with a full browser header set and a 45 second limit per answer.

Questions people ask before buying Uruguayan addresses

Why are almost all addresses on Antel?

Because fixed broadband in Uruguay is practically all the state-owned Antel: it is present in 31 cities out of 33 and is the only network in 28. That is what every Uruguayan subscriber looks like, and there is no reason to pin the carrier.

Is there rotation across providers?

Only in Montevideo, three networks, one of them Starlink. In 30 cities out of 33 there is exactly one network.

Do Uruguayan sites block foreigners?

Some do. Of the 26 we checked, PedidosYa, Tiendamia, Abitab, Gallito and Tienda Inglesa answered 403, DGI did not accept the connection, Prex stayed silent. Mercado Libre, banks and publishers are open.

What does $ mean on a Uruguayan site?

Pesos. Dollars are written U$S or USD. Electronics and property are often in dollars, food and services in pesos, so do not mix them when comparing.

Do Uruguayan addresses cost more?

No. The price is the same everywhere: residential from $1.00 per GB.
