Kuwait proxies

Our catalogue lists five of Kuwait’s six governorates, 13 city records and eight networks. Kuwait is small, and the catalogue reflects that honestly: the “cities” here are districts of one conurbation, Hawalli, Salmiya, Salwa, Jabriya, and the networks are fixed-access providers, FASTtelco in six districts, solutions by stc in five, B.Online in four, Zajil in three. Kuwait City holds all eight, the other districts one to four. Of 25 well known Kuwaiti sites we checked from Europe, 17 are open, and the closed ones are stc, KNET, KFH, Boutiqaat and the government services portal.

What we have in Kuwait

The price is the same as in every other country we cover.

What Kuwaiti addresses get used for

Retail and electronics

Xcite, Ubuy, Sultan Center, Boutiqaat: Boutiqaat is closed by a Cloudflare block, the rest are open.

Delivery

Talabat Kuwait, Carriage: Talabat is open, Carriage fails the certificate check.

Banks and payments

NBK, Boubyan, Gulf Bank, KFH, KNET, MyFatoorah: KFH and KNET are closed from outside, the rest is open.

Carriers

Zain, Ooredoo, stc: stc answers “access denied”, Zain serves a foreigner its Arabic edition.

Ad verification and search results

Al Qabas, Al Rai, Kuwait Times, Arab Times, google.com.kw: open, the address is for Kuwaiti results.

What looks different from outside Kuwait

Of 25 sites we checked, 17 opened on the first request. Five refused, one failed the certificate check, two did not answer. We sell addresses rather than a way past detection.

Districts people ask for here

A district is set with the _city_ suffix, with spaces replaced by hyphens. The number beside it is how many networks our pool holds there.

Kuwait CityEight networks, the whole catalogue
HawalliFour networks
SalmiyaThree networks, listed as As Salimiyah in the catalogue
SalwaThree networks
Al FarwaniyahOne network
Al AhmadiOne network, the south
JabriyaOne network
BayanOne network

The setups people take here most often

  1. 01Residential, country levelThe whole country is one conurbation, and country level here nearly equals the city
  2. 02Residential plus Kuwait CityEight networks and rotation across providers
  3. 03Residential with FASTtelco pinnedSix districts on one provider
  4. 04A one hour sticky sessionFor banks, KNET and dashboards

Connection strings for Kuwait

The country is pinned with a suffix in the login. Host, port and password stay the same as for any other country.

A district goes in as a second suffix, with spaces replaced by hyphens. In Kuwait it is hardly needed: the whole country is one conurbation, and country level gives the same result as Kuwait City.

Kuwaiti exits, four ways

# rotating, a new address per request
curl -x login_c_KW:password@proxy.sotaproxy.com:10000 https://api.ipify.org

# sticky, the same address for an hour
curl -x login_c_KW_s_7_ttl_1h:password@proxy.sotaproxy.com:10000 https://api.ipify.org

# pinned to Kuwait City, all eight networks
curl -x login_c_KW_city_Kuwait-City:password@proxy.sotaproxy.com:10000 https://api.ipify.org

# SOCKS5 on the same port: the scheme picks the protocol, not the number
curl -x socks5h://login_c_KW:password@proxy.sotaproxy.com:10000 https://api.ipify.org

Eight networks, and all of them providers

The Kuwaiti fixed-access market runs through providers on top of state infrastructure, and the pool reflects that: FASTtelco is present in six districts out of 11, solutions by stc in five, B.Online in four, Zajil in three. Those are the four providers that hold the country.

The mobile carriers are only partly visible in the pool: Ooredoo and stc Kuwait are present in two districts each, and Zain is not listed under its own name. One more network, Wireless Mobile Data Company, is in the catalogue under its registered name in Kuwait City only. B.Online and Gulfnet Communications are one company under two names, so by unique company the count is seven.

For a job that means something simple: a Kuwaiti address from us looks like a home or office subscriber of a provider. For retail, banks and advertising that is fine. If the target expects Zain specifically, it cannot be pinned here.

One conurbation across eleven districts

The catalogue names five governorates out of six; Jahra is absent. Kuwait City holds all eight networks. Hawalli four, Salmiya and Salwa three each, and in seven districts out of 11 exactly one network is available: Jabriya, Bayan, Rumaithiya, Farwaniya, Al Ahmadi, Abu Fatira, Qurtuba.

To a platform there is hardly any difference between the districts; the whole country is one city. A district matters only when the target shows delivery or availability by district, as Talabat does.

Seventeen sites out of 25 are open

We checked 25 well known Kuwaiti domains from Europe with a full browser header set, on 16 October 2026. Seventeen opened: Xcite, Ubuy, Sultan Center, Talabat, the NBK, Boubyan and Gulf Bank banks, the Central Bank, MyFatoorah, the Zain and Ooredoo carriers, Kuwait Airways, the Ministry of Interior, and the Al Qabas, Al Rai, Kuwait Times and Arab Times outlets.

Five refused. stc Kuwait answered “access denied”, the government services portal a 403 from its Azure gateway, Boutiqaat a Cloudflare block page on the address, KNET a Cloudflare challenge, and KFH a 406 with no page. Carriage failed the certificate check. The KUNA news agency and the PACI civil registry did not answer within 60 seconds.

The practical conclusion: retail, delivery, most banks and the publishers are open from outside, and an address there is for Kuwaiti prices and results. stc, KNET, KFH, Boutiqaat and government services are closed, and there a Kuwaiti address is for access.

What Kuwaiti sites check beyond the address

The languages are Arabic and English. Zain served a foreign address its Arabic edition, Ooredoo and Kuwait Airways English. For collecting search results that is two passes.

The currency is the dinar, KWD, and here is the trap: the dinar divides into 1,000 fils, and prices carry three decimal places, 12.500 rather than 12.50. A parser set up for two decimals will be off by a factor of ten.

The time zone is UTC+3 with no daylight saving. The weekend is Friday and Saturday.

How stable the exits are here

In Kuwait City there is something to switch to and sessions hold. In seven districts out of 11 there is one network, and no rotation inside the district.

On size, plainly: eight networks by name, seven unique, four providers holding the country. Plan your load at country level and do not count on diversity of autonomous systems.

Choosing the setup for a Kuwaiti target

The short fork.

  • You need a Kuwaiti subscriber: country level, it is one conurbation.
  • You need rotation across providers: Kuwait City, eight networks.
  • You need one provider across several districts: FASTtelco, six districts.
  • The target is closed from outside: country level, which is stc, KNET, KFH, Boutiqaat, e.gov.kw.
  • You need a bank or KNET dashboard: a one hour sticky session and a Kuwaiti civil ID.

What a month of Kuwaiti work costs

It is counted in traffic. A dollar per gigabyte.

  • Price monitoring across Xcite and Ubuy, 20,000 listings a day with images blocked, roughly 110 KB per page: about 2.2 GB a day, around 66 GB a month, $66 on residential.
  • A daily sweep of Talabat by district: a few gigabytes.
  • Ad verification, 200 placements a day at about 400 KB each: under 2.5 GB a month.

The legal part, stated plainly

Kuwait has a data privacy protection regulation from 2021, issued by the communications regulator CITRA. Collecting publicly posted prices and processing personal data are different things, and the second is regulated separately.

Communications are regulated by CITRA. A proxy changes none of what you are allowed to do with data. It changes only which country the request appears to come from.

This is general information rather than legal advice. Our terms require lawful use and we act on abuse reports.

Verifying a Kuwaiti exit

Under a minute. The third command shows whether stc opens through the exit: a foreign address got “access denied”.

Three checks

# 1. is the exit Kuwaiti, and on which network
curl -s -x login_c_KW_city_Kuwait-City:password@proxy.sotaproxy.com:10000 https://ipinfo.io/json

# 2. does a sticky session hold the same address
for i in 1 2 3; do curl -s -x login_c_KW_s_7_ttl_1h:password@proxy.sotaproxy.com:10000 https://api.ipify.org; echo; done

# 3. does the closed carrier site open through the exit
curl -s -x login_c_KW:password@proxy.sotaproxy.com:10000 -o /dev/null -w "%{http_code}\n" https://www.stc.com.kw/

Where the numbers come from

The numbers on governorates, districts and networks come from our residential pool catalogue as of 16 October 2026. Service entries with no district name are not counted. We ran the check on 25 Kuwaiti domains ourselves from Europe on the same day, with a full browser header set and a 45 second limit per answer.

Questions people ask before buying Kuwaiti addresses

Why is Zain not in the pool?

Zain is not listed under its own name in the Kuwaiti pool. Ooredoo and stc Kuwait are present in two districts each, and the base of the pool is fixed-access providers: FASTtelco, solutions by stc, B.Online, Zajil.

Do I need district targeting?

Almost never. The whole country is one conurbation, and country level gives the same result as Kuwait City. A district matters only for services with delivery by district.

Do Kuwaiti sites block foreigners?

Some do. Of the 25 we checked, stc answered “access denied”, KNET a Cloudflare challenge, KFH a 406, Boutiqaat a block, the government portal a 403. Retail, most banks and the publishers are open.

Why do prices carry three decimal places?

Because the Kuwaiti dinar divides into 1,000 fils. 12.500 is twelve and a half dinars, not twelve thousand five hundred. The parser has to know that.

Do Kuwaiti addresses cost more?

No. The price is the same everywhere: residential from $1.00 per GB.
