Ethiopia proxies

Our catalogue lists 16 cities in seven regions and just two networks for Ethiopia. This is the simplest pool we have gone through: the state-owned Ethio Telecom is present in all 16 cities and is the only network in 15 of them, and Safaricom, which entered the market in 2022, is so far only in Addis Ababa. Ethiopia has no other carriers, so the pool is literally a map of the market. Of 22 well known Ethiopian sites we checked from Europe, 17 are open, Jiji and Addis Standard are closed by a Cloudflare challenge, and two government sites fail the certificate check.

What we have in Ethiopia

The price is the same as in every other country we cover.

What Ethiopian addresses get used for

Classifieds

Jiji Ethiopia: closed from outside by a Cloudflare challenge, strictly a local-address job.

Banks and payments

CBE, Awash, Dashen, Abyssinia, telebirr: the pages are open, the dashboards expect an Ethiopian number.

Carriers

Ethio Telecom, Safaricom Ethiopia: open, Safaricom serves a foreigner its English edition.

Delivery and airlines

Deliver Addis, Ethiopian Airlines: open, the address is for local fares.

Ad verification and search results

Addis Fortune, The Reporter, Capital, Fana, EBC, google.com.et: Addis Standard sits behind a Cloudflare challenge.

What looks different from outside Ethiopia

Of 22 sites we checked, 17 opened on the first request. Two met the request with a Cloudflare challenge, two failed the certificate check, one did not answer. We sell addresses rather than a way past detection.

Cities people ask for here

A city is set with the _city_ suffix. The number beside it is how many networks our pool holds there.

Connection strings for Ethiopia

The country is pinned with a suffix in the login. Host, port and password stay the same as for any other country.

A city goes in as a second suffix, with spaces replaced by hyphens. In Ethiopia it changes only the geolocation: outside the capital the carrier is the same everywhere.

Two networks, and that is the whole market

Until 2022 Ethiopia had one carrier, the state-owned Ethio Telecom. Then Safaricom Ethiopia received a licence, and that is where the list of carriers ends. Our pool repeats the market literally: Ethio Telecom in all 16 cities, the only network in 15 of them, Safaricom only in Addis Ababa.

To a platform an Ethio Telecom address is the Ethiopian subscriber, home or mobile, and there is no reason to pin the carrier here. Safaricom is worth pinning only when the target looks at it specifically.

There is no rotation across autonomous systems in Ethiopia anywhere except the capital, and there it comes down to two networks. If the job requires switching between providers, Ethiopia in our pool will not cover it.

Sixteen cities in seven regions

The catalogue names seven regions out of twelve: Addis Ababa with two records, Amhara with four cities, Gonder, Dessie, Debre Berhan and Bahir Dar, Tigray with Aksum and Mekele, Oromia with Asela and Adama, which the catalogue lists as Nazret, plus Dire Dawa, Sidama with Awasa, and Harar. Three more cities, Sodo, Arba Minch and Hosaina, are listed without a region.

Somali, Afar, Benishangul-Gumuz and Gambela are absent from the catalogue. In 15 cities out of 16 exactly one network is available.

On connectivity specifically: in recent years the internet in individual Ethiopian regions has been cut off for long periods, in Tigray and Amhara for months. An exit from a one-network city can disappear together with its region, and a pipeline should be able to fall back to the capital.

Seventeen sites out of 22 are open

We checked 22 well known Ethiopian domains from Europe with a full browser header set, on 16 October 2026. Seventeen opened: Ethio Telecom, Safaricom, the CBE, Awash, Dashen and Abyssinia banks, the National Bank, Ethiopian Airlines, Deliver Addis, the EEU power utility, and the Addis Fortune, The Reporter in English and Amharic, Capital, Fana, EBC and Borkena outlets.

Jiji and Addis Standard met the request with a Cloudflare challenge and answered 403. The Ministry of Revenues and the ZMall marketplace failed the certificate check: the pages are there, but a browser outside will not open them without a warning. The ECX commodity exchange did not answer within 60 seconds.

The practical conclusion: banks, carriers and publishers are open from outside, and an address there is for local conditions. Jiji, the main Ethiopian classifieds scenario, is closed, and there an Ethiopian address is for access, though it does not lift the challenge by itself.

What Ethiopian sites check beyond the address

The languages are Amharic in the Ethiopic script and English. The commercial web is mostly English, the outlets are bilingual. For collecting search results that is one pass, sometimes two.

The currency is the birr, ETB, written Br. The rate was floated in 2024 and moved sharply: compare historical prices in birr rather than in dollars at today’s rate. Payments go through telebirr and bank apps, which expect an Ethiopian number.

The time zone is UTC+3 with no daylight saving. A separate trap: the country has its own calendar and its own count of hours from sunrise, and some local sites show dates in the Ethiopian calendar. The weekend is Saturday and Sunday.

How stable the exits are here

Sessions hold, and in Addis Ababa there is something to switch to. Across the rest of the country there is one network, and no rotation inside the city.

On size, plainly: two networks, one of which holds the country. Plan your load against Ethio Telecom at country level and keep the capital as a fallback exit in case of regional shutdowns.

Choosing the setup for an Ethiopian target

The short fork.

  • You need an Ethiopian subscriber: country level, which is Ethio Telecom.
  • You need the second carrier: Addis Ababa with Safaricom pinned.
  • You need a region: Bahir Dar, Mekele or Dire Dawa, one network each, with a fallback exit in the capital.
  • The target is closed from outside: country level, which is Jiji and Addis Standard.
  • You need a bank or telebirr dashboard: a one hour sticky session and an Ethiopian number.

What a month of Ethiopian work costs

It is counted in traffic. A dollar per gigabyte.

  • Monitoring Jiji listings, 20,000 a day with images blocked, roughly 110 KB per page: about 2.2 GB a day, around 66 GB a month, $66 on residential.
  • A daily sweep of one Jiji category: a few gigabytes.
  • Ad verification, 200 placements a day at about 400 KB each: under 2.5 GB a month.

The legal part, stated plainly

Ethiopia has a personal data protection proclamation from 2024. Collecting publicly posted prices and processing personal data are different things, and the second is regulated separately.

Communications are regulated by the Ethiopian Communications Authority, the ECA. A proxy changes none of what you are allowed to do with data. It changes only which country the request appears to come from.

This is general information rather than legal advice. Our terms require lawful use and we act on abuse reports.

Verifying an Ethiopian exit

Under a minute. The first command will show Ethio Telecom almost always, and that is correct.

Three checks

# 1. is the exit Ethiopian, and on which network
curl -s -x login_c_ET_city_Addis-Ababa:password@proxy.sotaproxy.com:10000 https://ipinfo.io/json

# 2. does a sticky session hold the same address
for i in 1 2 3; do curl -s -x login_c_ET_s_7_ttl_1h:password@proxy.sotaproxy.com:10000 https://api.ipify.org; echo; done

# 3. does the closed classifieds site open through the exit
curl -s -x login_c_ET:password@proxy.sotaproxy.com:10000 -o /dev/null -w "%{http_code}\n" https://jiji.com.et/

Where the numbers come from

The numbers on regions, cities and networks come from our residential pool catalogue as of 16 October 2026. Service entries with no city name are not counted. We ran the check on 22 Ethiopian domains ourselves from Europe on the same day, with a full browser header set and a 45 second limit per answer.

Questions people ask before buying Ethiopian addresses

Why are there only two networks in the pool?

Because Ethiopia has two carriers: the state-owned Ethio Telecom and Safaricom since 2022. The pool repeats the market: Ethio Telecom in all 16 cities, Safaricom only in Addis Ababa.

Do I need to pin the carrier?

No, outside the capital there is one carrier. Pin Safaricom only when the target looks at it specifically, and only in Addis Ababa.

Do Ethiopian sites block foreigners?

Hardly. Of the 22 we checked, 17 opened. Jiji and Addis Standard sit behind a Cloudflare challenge, the Ministry of Revenues and ZMall fail the certificate check, the ECX exchange stayed silent.

What about regional shutdowns?

The internet in individual Ethiopian regions has been cut off for months in recent years. A one-network city can disappear together with its region, so keep the capital as a fallback exit.

Do Ethiopian addresses cost more?

No. The price is the same everywhere: residential from $1.00 per GB.
